US Federal Security Guidance
The storage of Secret or Confidential documents on open shelves or bins in closed areas must be approved by the cognizant security authority. An Intrusion Detection System must be installed in order for the storage of Secret material in open shelves or bins to be approved. Top Secret information may not be stored in open shelves or bins.
